That's interesting. In English, Japanese and here in Finland dubbing companies usually buy the rights or are contracted by the original studio (how it works in Genshin) to exclusively dub the property.
The only cases where there are multiple dubs that I know of is because:
1. The og contract expired and another company bought airing rights, but couldn't/didn't buy the rights for the dub (why a lot of Netflix's anime dubs are redubbed)
2. It's a version from another english speaking country. Not sure how common nowadays, but for example Yugioh had a Singaporean English dub as well. Also not sure how legal this actually is.
