Navia, for example, had both a father and mother, her mother died of child birth, meaning Navia didn't just poof out of thin air assuming her parents did the "wish" thing. And this was all before the whole Oceanid stuff was altered and Fontainians become true humans.
From what I understood, Oceanids couldn't get pregnant by having sex. So no matter how much the couple bang, nothing would happen. When the couple prayed to the statue, that's when a new Oceanid appeared in the womb. They then chalked it up to the banging.

Fountain makes sure the child is a blessed Oceanid, you still need to conceive and carry a child
