It's a text message sent from someone with RCS that you were previously in an encrypted chat with, but RCS was down for you when you received it. You will have to ask them to send it again when your RCS is confirmed to be working.
Thanks for this information!! It makes sense for Me, because my text message came from my friend, 1 day after a Factory Reset that happened 2X ( both times one day after Factory Reset). But what about all the the majority of the others on this thread who received them from Unknown numbers and coming from different Countries and different States? Oh! Oh wow I got one too! A Google search led me here... So instead of regurgitating the exact same thing everyone else has already said how about we upvote information that is relevant. It's a little infuriating how most people just say "me too" this makes it impossible for everyone else to pin point what actually matters
The URL in your message is a legitimate Google support page. I got a similar message, with URL ending in `?p=troubleshoot_e2ee`.
From what I can gather on the troubleshooting page, we've received messages which are encrypted but (for uncertain reasons) we were unable to decrypt the message. The only solution is to update the app and ask the sender to try again.
If the sender is not a trusted contact already though, I suggest simply ignoring the message.
Note: I'm on a Galaxy S22 Ultra.
People have used google support links to spoof malicious links many times in the past. When I get more time, I'll open the link in safe sandbox to see what's up!

I'm on a Pixel 7 Pro, May 5th security update.
It seems unlikely it would be isolated to pixel devices or a recent update, rather any devices that support RCS with encryption.
Perhaps it could be caused by a malicious application downloaded by the user which simply attempts to use peoples personal phones #'s to execute the attack. The RCS and Encryption makes a scam seem more legitimate. Its hard to say what the intended outcome is though.
It seems most likely to be a message where the encryption legitimately failed to work. Whether or not that's intentional or not, its hard to say. I just messaged back to see what would happen and Messages indicates that their RCS is not online which would lead to this encryption message actually happening.
I just sent a message through SMS to the number, so well see if there's any actual response.
I'm going to suggest it's spam checking for an active number.
RCS has read receipts turned on by default - switch this off otherwise they will get the confirmation they are looking for

Just got one of these this morning and seems I am not the only one. Number was from western NY, don't recognize it so I reported as spam. Seems like a fishing scam especially if you have to reach out to the person to resend after setting up some sort of decryption.
I also received a message like that. It is encoded in Base64 and contains a UUID which decodes into 16 parts in hex.
At first, I thought that it was a MAC adress of my device or device of sender, but it is too long.
Then, I thought that it could be encoded codes for checking the RCS connection, but it also didn't match.
So I don't what it means. I tried to decode this in different charset. The best match is probably Windows-1252, but it still isn't a readable text.
The message was sent from +254, which is Kenia... (I am from Poland)

This is one of those situations where nothing can be considered safe. Even talking about how people are dealing with this type of security breech/spam, is just another potential path of data collection by those responsible on how to counter the defensive measures that we are are taking to avoid them. Surely I'm not alone in feeling this way. Like that old phrase, "dawned if you do/don't".

Make sure your RCS connection is on, and that you have an RCS connection with the person sending the message. Then ask them to resend it.
