Steam shortcuts are just Internet links but they use an "app URL" (`steam://gameid/#####` or something like that) instead of a traditional website. You can recreate/fix the shortcut by verifying your game files.
It is a very common error, you can fix the icon by checking your game files in Steam or trying to change the icon to another one and then choose the default icon in the game files.
