Please take this with a pinch of salt as I am still getting to grips with it myself, but this is my understanding. If I have got it wrong & anyone reading this can correct me please do!
In our example let's say a striker is at the edge of the penalty area and decides to shoot. At this point, the xG of 0.3 can be calculated based on the historical results of all other shots from a similar situation. It takes into account the location of the striker, defenders, the goalkeeper etc. to work out this number.
The striker then takes his shot & kicks the ball. At this point the xGOT of 0.6 is calculated based on all the data used to work out the xG above, *as well as* the direction & quality of the actual shot the striker has taken. This number represents the likelihood that this specific shot will result in a goal.
To give another example, a penalty would generally have quite a high xG of ~0.75 (since most penalties get scored). If the striker hits it beautifully towards the top corner, it might have an even higher xGOT. If they scuff it and it rolls slowly straight down the middle, then it would have a lower xGOT. If they skied it and missed completely, the xGOT would be 0.0.
Isn't xG based on the shot location/defenders etc. regardless if it's on target or not?
Like for arguments sake, if you have a penalty and sky it, surely it's not 0 xG?
I’m going to be pedantic and say xGOT is a silly name, because that implies the chance that a shot will be on target, rather than the accumulative xG of shots that were on target

I wouldn't think so. Any time a match ends without a single shot on target (not that uncommon), this is automatically true.

xGOT is a different model that takes into account where the shot was placed. It’s inherently different from xG.
Sure. But it’s not expected goals on target, it’s expected goals from goals that were on target
It’s xG on target. For it to be calculated, a shot must obviously be on target.
it's essentially a bullying tactic to use against defenders who deflect off target shots into an own goal
