The Mar-Gite's masters found an access node out in their galactic arm, probably from either a scouting expedition or the Grey Fleet. They initially use it to take in data about civilian pursuits and generalities then swap over to using a staff access code (probably pulled from some data-link on a corpse left during the First Mar-Gite war) to try to access military data and drop in their own backdoors for their bootleg flashbang. Presumably the civilian data was both to mask the high level access as well as gather intel on why they lost the prior war and how Confed is doing. They do this once before each major incursion (second, resurgence, and now) to make sure everything is up to date and working. Finally once they get it working they slip in a system to brick any DS that catches them by putting it in a crash-loop. This last probably works based only on a pure logical reasoning, which is why we get basic hashed AIs going omnicidal, the Gen 0 AIs probably avoid this due a combination of paranoia and being programmed by Terrans.

My guess as to why it can't be replaced:
game's code looks for specific sections of that picture, so the replacement has to be at least as big, and no-one does that.
Probably checks other things too, like the creation date of the picture (or other metadata)

I have kickstarted approximately a thousand systems (not an exaggeration, that really is the approximation) in the last 3 weeks. Sure, most of them were automated, but the ones that failed left logs I had to look at to figure out why. Mostly, they were cattle not pets and I just respawned them, but some of the problems were wierd.
