I've seen plenty of SEAF corpses. I'm assuming the lore reason is they have either been wiped out on the planets we are invading/defending, or they simply are elsewhere on the planets while Helldivers dive on objectives behind enemy lines.

You're behind the lines, all grunts are dead.
SEAF troops have been wiped out in the regions where helldivers are being deployed. That's the whole idea behind helldivers.
Can't let the Helldivers know there are military jobs that don't include suiciding into bugs.
