They gave out a WW1 style wooden bolt action rifle in HD1 for liberty day, the Constitution. There was basically no reason to use it apart from RP, but it was definitely a joke weapon.

There needs to be a mission primary objective that is like 10 parts long, you fight through multiple waves of enemies, do all the left/right/up/down entries, raise a platform, and the final step is planting a flag and saluting it.
Make it so that it gives you a temporary buff.
Let us place it and then let us chest bump in order to boost morale. Negates like the next hit or increase fire rate.

Oh yeah, and make it a buff item for fellow helldivers around the flag bearer, also the guy holding the flag would shout patriotic stuff more often to bolster the team or something like that.

i was kind of thinking of having it be a recovery side objective. like a base was overrun and you need to go recover the flag, but now I'm not sure if i want it as a stratagem or objective.
It could be a weird buff like staying alive after hitting 0 HP, living in borrowed time, and shouting "FOR DEMOCRACY" like a maniac. If you lose a leg, you go prone. If you lose an arm, you pull out your pistol.
Also, make it a melee weapon so that the flag carrier isn't useless, maybe with a drill or directed explosive tip

There, there is a flag stratagem. On lower level missions you can call it and raise the flag, it's the entire objective, I have no idea if you can carry it or not, but there are missions for raising flags in lower elo missions

Aim down sights and you can Huck it like a javelin, it's got great damage and armor pen and will stick into whatever it hits.
Hold square, and it will unravel a super earth flag and turn into 'flag form'.
This is same as above, but has additional interactions - you can plant it in a dead enemy like in the opening scene, and you can salute it when it's planted like in training.

HD1 Did have a melee sword weapon, but it was only available as part of the Super Earth challenge missions.

Honestly I'd love it to just be a completely useless primary weapon/stratagem but if you complete the mission with it you get a % of extra rewards.

When someone carries the flag, it should buff other Helldivers close by. Damage resistance, extra damage, increased Democratic voice lines; the works.
There should be flags laying around they we can set up right from previous failed missions. For our fallen soldiers

PSA: On difficulty 1, there is a mission type where you plant the flag. It is somewhat rare.

Flag bearer would be a nice addition. It gives buffs as long you're alive but gives a debuff when you die. The buffs work for the entire team.
Give it an aoe stamina and health regen on a single use for like 45 seconds. I see that being very useful during some bug breaches
