Your setup/lighting plan sounds good, only thing I’d change is using a halogen flood bulb instead of a DHP. The levels of infrared A and B they produce more closely mimic the sun (DHPs produce barely any IRA, the most beneficial wavelength). You just need to keep the enclosure out of direct sunlight to avoid it overheating.

Aren't halogen bulbs for daytime only? I most likely need 24/7 heat in the winter, 60°F ambient is pretty damn low from what I've seen from others experiences

Ahh ok, yeah it shouldn’t get lower than 65F at night. You could use a halogen during the day and a DHP or CHE at night. Or you could use just a DHP as originally planned
