I don’t think it’s any period. It might be a modern/theater/ren faire take off a kirtle.
It’s not historical, it’s fantasy. It’s a dress worn by Alicent Hightower in ep.1 of House of the Dragon, so I suppose finding direct inspiration as to what it is can be hard
Maybe altered 14th century? Kirtle maybe? There’s seams at the side of the chest/following the trim so maybe someone else has more insight into actual historical period?
House of the Dragons Season 1 fashion is intermixed with modern/historical styles from different time periods and different cultures, tbh. It’s not accurately “historical”.
But I would bet the main dress is an altered kirtle (sloped sleeves that allow the undershirt to come through) with a ruched top undershirt which I think has Bishop sleeves….the main detail trim is probably flowers or leaves which were either custom made for the show but a dupe can be found online, I bet.

If you like this arty "take" on medieval styles, you might be interested in the Aesthetic Dress Movement in the mid-to-late 1800s. While this wouldn't fit in perfectly with what they wore, as they used vegetable dyes and would be unlikely to get this saturated a color, many of the details of cut of the dress would fit in to their ideals. Have fun!

The white chemise is clearly fake, you can see the outline of her modern camisole underneath. The trim is there to hide the seams, and the leaves on the front help hide the princess line.
So if you wanted to recreate this for a costume, you could justifiably make it as one piece.

The unusual weave and thickness of the fabric is also likely to be significantly affecting the drapery and endowing the garment with an additional sense of structure.

Gosh, it's gorgeous. I would love to make that and then wear it in the late summer or fall.
