I can understand that but I think she just worded it poorly. What she could’ve said is that black people do not have the structural power to affect people with their racism.
I took a required course in college that was called Racism & Sexism. It was minority taught and all learning materials including textbooks were published by minority authors or groups.
I’m a white male, and at the time about 19 or 20 years old; this was back in the late 1990’s. I had no idea what I was getting myself into, but it was a requirement, so I couldn’t skip it if I wanted.
The textbook definition for racism that we were taught specified that in order to qualify as racism, the person must be part of the majority, ruling class, otherwise it can only be considered bigotry or discrimination. By this definition only white people can be considered racist. Basically exactly what the second person described; I think this is a narrow view and does injustice to our overall understanding of the concept as a whole.
If you take the time to peruse the Wikipedia page, this aspect slightly better defined as “white racism” or “white privilege”. No one should be exempt from this classification of behavior.

This was a magnet school in a predominantly minority part of town in Southern California in the 1980s, I guess you could google when *Licensed to Ill* was released for a nearly exact date.

As a black man, it's genuinely annoying and frustrating to hear black people claim they can't be racist. This makes no sense. Black people like any other group on the planet can be racist. Racism isn't defined by structural power or whatever she said. It's defined as "the belief that different races possess distinct characteristics, abilities, or qualities, especially so as to distinguish them as inferior or superior to one another". If you feel this way, yes you are racist. No matter what your background is. I've heard this from ex gf's and other black people and it annoys me greatly. I feel this is said by people who don't want to openly admit they are flawed in the way they think.
