That's a fiberwood door bottom (compressed sawdust and adhesives). I would take a painters tool to it and then give it a 120 grit sanding. Prime then paint, and you'll be good to go. Nobody thinks to finish slab bottoms; they find out when their warranty claim gets rejected.
