Me? I'd wipe down the surfaces a bit, squeeze some construction adhesive or similar on the screws and the surfaces, and try to get it back in place.

That's a really good idea in theory however i've had a lot of plug ups inside the downspout by trying to fix what was badly designed. Now if we could find a glue to mount the strap directly to the downspout that's a different matter.

Take the anchor contraption off the siding. Reattach it to the downspout with the next size up diameter in sheet metal screw. Reattach to siding.

I see 2 options. Run a lag screw right through the middle of the thing into the building and the downspouts not going anywhere but looks a bit odd or get one of those horseshoe shape brackets and pin to the building that way. Not a fan of that screw in the back and hope at holds design. Almost always done by contractors who install things and hope they get a phone call in a few years to fix it.

Is there a way to avoid drilling new holes onto the siding?

A horse shoe clamp could reuse the holes from the old one. To be clear i'm not talking about a u bolt. they make a wrap around strap for drain pipes like this that should do the job and line up at the same time. I recommend using roofing screws that are one size bigger than what's already in there to make sure it has the most holding power and also has the rubber backed washer on them to make it does waterproof is you can get. Unfortunately i've had to repair a lot of these things and you're right it came from bad design. Running one of these things almost three floors requires very different mounting because of the movement of the water is enough to pull the thing right off the building. just like this.

Yes. I think I’ve heard it referred to as a “gutter downspout strap”. They are long flat thin stamped pieces of metal used to attach downspouts to houses. I would buy one then remove one of the the existing hex head screw in the bracket then place the downspout strap over the existing bracket and drive the hex screw through the new strap and the old existing bracket attaching it to the siding. Then remove the other hex screw from the other side folding the new strap over the gutter face and over the bracket. Drive the screw through the new bracket, and the existing bracket hole into the siding.
