They got an alert over the weekend and went out to check it out. Just found the girl’s clothes and some beer bottles. If this is that same girl, she died later in the hospital.

The bonding in a substation keeps personnel at ground level safe. And everything has specific clearances. Nothing is going to jump to someone simply walking around a sub.
You're not completely wrong. Subs can probably have anything from 5 to 100 kV lines. It's theoretically possible to get whacked through the air if you were within like 10 inches of the strongest lines. In reality probably need to be closer because of other factors.
I sigh when people say it's not the volts that kill you, its the amps. But when voltage is extremely high, it folds you like a fuckin lawn chair and you rarely can let go. Yeah household electric has more amps running through it but in most circumstances you can let go because the voltage is so low. Obviously if you have two points of contact, this goes out the window. There's a reason we put danger high voltage on gear. Because if there's fault current, it will blow you sky high. Household 20 amp circuits aren't doing that. Yeah more people die to 120 but that's because nobody really gets exposed to higher voltages than 120-240 besides tradesman for the most part.

My guess is she went up a CCVT pedestal on 69kv. Judging on the size and spacing of the disconnect.
