They do a survey every year asking the drivers what milk they want should they win. The only options are skim, 2%, and whole. Drivers have asked for chocolate and buttermilk but were denied the request.

I guess they'd have lactose free milk available if someone requests it, they just won't announce it publicly. There's no reason to deny someone lactose free milk if they request it, plus they certainly don't want the winner to be handed milk and say "I can't drink that, I'm lactose intolerant".
There's a template article published yearly with what each driver requests and what is available. I do believe chocolate is available.

I don't remember who it was (Rossi maybe?) talking about all the pictures you have to take and other stuff you have to do after winning, all in your milk-soaked firesuit in the hot sun. The smell gets bad.

They care because it is a long-standing tradition, and in 1993, Emerson Fitipaldi used that time to promote his own business of Orange Groves in Brazil… he kept pushing away the milk but finally took a short sip after they insisted. He was roundly booed the next year and he crashed, with a win in hand because those Penske cars were so dominant… once people realized he was OK they let out a huge roar of applause. And they also cheered the next year when he failed to make the race on Bump day. Drinking the milk is one of the traditions that is very sacred to a lot of fans and you just don’t mess with it.
Most of the pushback was probably because he broke with tradition with the sole intention of promoting his own business. If he drank plain water out of personal preference because he was thirsty after the race, it wouldn't have been nearly as big of a deal.

Drinking Milk has only been a thing at every race since 1956. Buttermilk getting drunk actually predates it by 20 years. But that's besides the point
The race went 40 years before milk was drunk in 1956, and that first time it was drunk, it wasn't a tradition. And it's unlikely it was seen as such until it had happened a number of years
So let someone pick whatever they want, let people follow suit for a few years and start a new tradition
