As an English teacher, if this happened in my state, I would fail every single student who used a pronoun and flood my admins with parent complaints and referrals for police involvement. Every teacher should. Show these pols their own insanity.
For real, does anyone know what this means? What are they thinking/intending and how do they envision this working. Will you get fined/arrested for saying a prounoun and we all have to use personal names now? I think they do that in Japan but that is a huge language chance for English.

So it looks like it is legally restricting you from using pronouns outside of your biological ones on legal documents or formal documents. My guess on application would be applying for a public school a child can't be called ze/zero/zey. But what they are biologically.
