Reminds me of a driver who once pulled the same maneuver on me, making a sudden left from the right parking lane right in front of me. He got mad that I honked at him as I slammed on the brakes, and he rolled down his window and shouted if he ever sees me around here again he's going to kick my ass. You need eyes in the back of your head with a forklift. I used to drive both counterbalance forklifts and reach trucks. I had one accident in three years. I knocked a safety shower off the wall at the very end of a night shift, literally driving the reach truck back to its charger so I could go home. I turned and the back swung around and hit the shower. There was water everywhere. There was usually some sort of minor accident every week or two which involved people not looking at where their rear end was going when turning.
Same. One girl I felt bad for going off on. I finally just asked her. "Did you drive to work today? You understand how pedals and wheels work correct?" She was just so fucking awful I gave up. I told everyone to look out when they heard the forklift horn, even if it's far away you never know what she's doing, basically anything but paying attention. I should've put a giant fucking church tower bell on that thing.

I mean even without the dashcam from the OP it's a pretty open and shut case. Dude crossed double yellows into oncoming traffic. All the Beemer driver really had to do was take a few photos after getting out and it's a slam dunk. Even just looking at the damage on the cars alone and the location it would be pretty easy to assign guilt here. It's not like a brake check rear end where it's questionable without video evidence.
Well, the first rule of accidents like this is to clear the roadway by moving to the side so other traffic can get through. It is not good practice get out and stand around talking and blocking the road.

I was driving back home after getting some groceries and this couple just starts walking across the street. Now I saw them and had time to slow to a stop. I was going the full speed limit so I came up on them kinda fast but still I had ample time and it was all safe on my end. However they were both face down in their phones. They finally look up at my stopped car, and freeze, glaring at me like it's my fault. As another car is barreling up behind them from the other way. I start flailing my hands trying to get them to move, the other car slams their breaks. They hear that and just step forward in to my lane so the other car can pass.
I had to keep gesturing at them to move before they would continue walking so I could drive on.
