Yeah I mean Hades is the king of Hades. But I don't think anyone would say it like that, because it's heavily implied in the name and pretty redundant.

King of Hades is just going with the "King" motif for the Wu Heis, the King of Slaughter, the Fist-Breaking King (or something), and the King of Hades just goes with that, as well as meaning you're the God of Hell. God of the Underworld is effectively the same epithet, but the Underworld as a Divine Domain has a greater implicit level of power and respect than the Underworld as a kingdom
