No, like close as in if they fought, he maybe could get a little bit of real damage. He doesn't have as full an understanding of Principles as Wulong does. This was shown when both Luohan and Wulong were able to move around a KA battle undetected. Ohma had a hard time noticing both, but Luohan was easier to detect and didn't have the devastating aura Wulong did. They're both high up there, but Wulong is better as demonstrated in those chapters.
