Sewage has always been dumped into rivers and such. The only reason we have the numbers today is because of the monitoring initiative adopted by the tories in 2015 to stop illegal dumping. No one voted for just dumping raw sewage into rivers and seas. The vote most people talk of with regards to this is the terrible labour ammendment that mean to 150 year old problem needed to be fixed inside 5 years at a cost of 100bn.
