I’m surprised your LL isn’t more interested in this. I am assuming that the rooms are rented as non-smoking rooms and so if tenants are breaching this, he should be more invested in dealing with it!

How complex the system is will depend on the format of the HMO e.g.how many floors and rooms there are and what layout of the HMO is. And also what their insurance states is necessary. At the end of the day they are trying to save people's lives in the event of a fire, and one or more of your housemates are trying to start one by smoking where they shouldn't. I don't think you have any option but moving if you're finding the risk of the alarm going off too intrusive. It's a shame some people have to spoil it for everyone.
