Not sure if ads are a dealbreaker for you but maybe Freevee? I feel like i always see something I want to watch on there and they are supposedly available in the EU.
You'll have to check these for availability in Germany but off the top of my head: Criterion, Mubi, HBO Max, Amazon Prime (I know has classics but not sure how many).
