So, not a lot of copies out there, means people waiting for the copies there are, I am guessing.

I worked at a library in Pittsburgh, and yeah, you have to go in person with ID to verify your account. It's to prevent scams and spams. You can go to any clp branch and they'll do it for you.

I spoke with someone over chat that I found through their website and they were able to verify me. Your mileage may vary. Maybe I could just got a very nice librarian that day.
Some people put books on hold and then pause the hold as kind of a wishlist/for later list. This can be problematic for libraries if they're buying extra copies based on hold lines. My library recently reduced the hold limit and posted instructions on how to make custom tags for your wishlist since this behavior was interfering with their budget.
i always use audiobooks while reading it on my Kindle e-reader for class because I don't wanna stare at an iPad. plus I have noticed classics sometimes have a line of people, such as my Tolkien class - and they had 2 weeks wait smh
Folks do read classics for fun 😏 I’m retired and reading all the literature I missed is a big part of my bucket list. I think I know what you mean though - when I decide to read a 200 year old book, it’s odd to think that others are reading it at the same time; like, I figured I was the last person who hadn’t gotten around to this title.
Today I was looking for my favorite narration of Jane Austen’s Emma on Libby as I’m planning to re-read it in a few months; pleased to see it’s owned by 2 libraries in my area, but there’s a 23 week wait (22 people waiting for 4 copies) at one library; that’s got to be a summer course or high school summer reading list.

I had to check my libraries after seeing the comments — out of libraries I have cards for, 2 have copies of the audiobook, one has 2 waiting for 2 copies and one has 38 waiting for 1 copy. Three have copies of the book with 17 waiting on 2 copies, 0 waiting on 1 copy, and 5 waiting on 1 copy respectively.
Interestingly 1 has 1 copy of the Cliff’s Notes and that’s immediately available.
Maybe something is causing a resurgence.
I see 6 libraries with no copies, other 5 have waits ranging from 1 person/1 copy- 2 weeks to 17 people waiting/2 copies- 18 weeks

There was an NYT quiz about where books took place geographically and this was one of the questions.

BTW look at the waitlist for Trollope, Austen, Eyre or Dickens. At least at my library there's like a 10-week wait for the Palliser novels.
