This is correct. Back in the PS2 era All Madden used to be the way to play. But now All-Pro is what the game is meant to be played on. They literally tell you that they nerf your players on All Madden. Tournaments are played on All Pro, online gameplay is All Pro by default and cannot be changed. All Pro is where your ratings matter.
I never mess with settings and always play on All Pro. If it's too easy for you, then play other users. Or play All Madden but just understand that the ratings no longer matter and the game is, by design, cheating you.
I think OP hit it on the head. Some people have too much pride and believe they should be able to win easily on the games hardest mode. The hardest difficulty for any game is for the top .1% of players, it’s meant to be an unfair challenge.
Shouldn’t that be the devs job to create a game where the difficulty mode is, you know, good?
Forcing your player to mess around with sliders for 10 games to make it playable seems like an intrinsic failure of design.
I agree a bit because the base sliders are a bit crappy. However, I actually think the sliders are great because it lets players adjust the difficulty based on their skills. For example, I feel like I am really good at passing but not good at defending the run. A friend of mine is great with the running game but is not great at passing or defending the pass.
If we had to rely on a "good" difficulty setting, I'd just bomb the AI through the air and get gashed on the ground every game. By adjusting it, I make it really difficult for me to throw otherwise I finish games with 100% completion and 5-6 TDs. After a few games and adjusting the sliders I'm down to around 60-65% and having to earn those TDs and paying for bad decisions.
But yeah the base one is crappy.
Either look for one online, or just adjust them yourself. Play a few games and see how you feel. AI is breaking 30 yard runs on every attempt? Adjust until you reach a level of challenge that you like. You are completing 80-90% of your passes? Adjust.
Or, you are throwing 5 pics a game and completing like 30% of your passes and your running APC is 2 yards, adjust.
Check out the Operation Sports madden forums. Best resource for sliders. The community over there invests a ton of time into them and they improve gameplay dramatically.

The AI was never good at situational football so it’s really easy to beat the ai even though you are playing worse, this leads to weird stats which break immersion. It’s like they need to make a difficulty between all madden and all pro and I think a lot of people would play on that difficulty.
Streamed Madden earlier, lost by like 21 on All Madden because a low 80 TE turned into Tony Gonzalez against my best coverage LB. Went to All Pro and scored 6 rushing TDs... It's so bad and I don't want to touch sliders.
One major thing that might be throwing it off as well is the momentum feature so always keep that in mind. I would suggest trying Matt 10’s sliders, usually he finds that balance between the two and you’ll generally get more realistic games.
I’ve been playing all madden (offense only and I slow sim the D) and it has felt much more realistic and not cheap difficulty. Now granted a LOT of people play madden to just do cool shit so I can see the frustration but if you want a chess match type game all madden is the best call.

All Madden isn’t hard at all compared to All Madden back in the day…now it just tries too hard emulate a real life game by completely manipulating the game to whatever it wants it to be to make the game interesting and it’s annoying and isn’t challenging at all…All-Madden is just a big ass movie script and playing with the sliders won’t work either because they don’t work so you’re better off just playing everything at 50.

It’s how stupid and ridiculous the game becomes at that level. The players behave unnaturally. I’d love to be able to convince others that all-pro with sliders turned up is the way to go. All-pro is obviously easier but I’ve also found the players to behave more naturally. The defense doesn’t have a higher catch ratio than the offense.
What about playing on all madden because you want the most legacy score in franchise? I have been trying to figure out if there is even a difference but its impossible to tell. Im coming into madden 24 after only playing madden 20 and 22 the last couple of years and all madden on M24 is stupid different. I have sliders dropped to absolute 0 and its like there cranked to the max.

all pro is the correct way to play against the CPU, but in 32 man franchises where its user vs user the all madden gameplay is definitely a lot better
I'd rather lose every game to ridiculous impossible character animations or predetermined animations and throw fits about it online.

all-madden doesn't make the CPU harder, it makes your players worse and ratings matter less. The All-Madden and All-Pro CPU are the exact same.
