Yep, yellow jacket, wasp, squirrel girl, other high power and low cost cards. Don't even need to wait until turn 4. If you've got priority going into turn 3 you can retreat once your cards have revealed before their cards do.
You'll see this all the time in proving grounds for people farming for conquest points or trying to do this mission.
Totally depends on how much time I have to play. If I don't have time to sit and enjoy it I just knock out the challenges as fast as possible so I don't lose any.
There are no pass-only missions. Besides, you can still complete it even if you couldnt complete that one quest. You still have 3 weeks

Go to proving grounds place all your power in one location until turn 3 and make sure it’s less than 10, retreat, leave proving grounds and collect rewards.
Proving Grounds -> If you're winning a location after Turn 3 ends, retreat -> Repeat for next rounds until mission complete
This also works for the "Win with only 1 card" mission.
Assuming you don't want to retreat, my main way of doing it is via my Gambit deck. You drop a few combo pieces around, and then you machine gun the entire enemy board so you'll win with like 5 power in a location because your opponent has nothing. Here's the deck list.
Machine Gumbo: Psylocke, Ravonna Renslayer, Swarm, Crystal, Gambit, Ironheart, Magik, Mystique, Absorbing Man, Wong, Sera, Odin
Your ideal play is to get out Magik and Sera by turn 5 (you could get out Sera early with Psylocke if you're lucky), then play Wong and Mystique together on turn 6, and then Gambit (with Swarm in hand) and Odin on turn 7. Yes, that's a 7 card combo, but Crystal facilitates it fairly well, and you're not doing the combo til turn 6, when you'll have drawn 10 cards already.
The end result is usually Magik on one location, Sera on another location, and the rest of your combo on a third location, so you'll win 2 locations with less than 10 power. Sometimes you'll win 3, if you have to do Wong -> Mystique -> Gambit -> Absorbing Man instead of Odin.
Make an opponent negative deck, scorpion, us agent, red gaurdian, man thing, use (lady who adds rocks to other lane) followed by Hazmat, throw in an Annihalous, use can use the hood, yellow jacket, both goblins, just make sure you have a luke cage for the end. Pound you opponent with negative points so your 8 or 9 is high enough. I like to green goblin one land with man thing, then hobgoblin with us agent on another

I think your best options are going to be retreats whether it's them or you retreating. Junk/toxic decks could also be good for this. If you can use the goblins or Hazmat, you should be able to impair them enough so win a couple lanes with less than 10 over time.
I got mine done with a Galactus/Goblin/Nimrod deck.
Of course isn't the most optimal deck for this mission (there's some heavy hitters there like Destroyer and Shuri/Nimrod), but got done with it pretty quickly.
Gladiator, ebony maw, lizard, and sword master come to mind. I have a zoo deck that is mostly 1-2 costs that I take into conquest. You can retreat on turn 4 and your game will count towards challenges. I heard it also works if you both snap you don't have to wait until turn 4 but idk about that one.
Edit: I suppose you could make a wong/mystique, hazmat deck too with Luke cage... I just don't have hazmat :(
Typically use the goblins. Sometimes I’ll get risky and drop Hobgoblin on a lane with 2 low powered cards on it to ensure that they can’t overpower it.
Retreating after the game is locked in and you’re leading is probably the easiest. If you want to try to play legit, bring goblins…if you can stack a -11 into one opposing lane, that’s a good chance they’ll ignore it, worst case they’d need 20 pts out of two cards to best 9 points

Either play all lanes and retreat early or use what I call an ‘Asshole’ deck. It’s got the Goblin cards, US Agent, Man Thing, Hazmat, etc. Whatever knocks down the opponents power. Do it in Proving Grounds to make it go quicker and costs you nothing.

When this is my last mission left I bust out the Goblin(s) / Annihilus / Galactus deck for funsies.
It just happens organically. Sometimes your opponent retires before the game ends and you have a location with just one card, things like that.
Either retreating early or playing Goblins on the same lane

A bunch of 1 cost cards and Iron Man/Onslaught/Living Tribunal Spam proving grounds till it works

Prof x and daredevil is an easy enough way to do it. Add some junk or goblins for good measure. Sometimes even then it can take a few attempts
