Would they be able to pass emissions testing? Or will I need to still get another one afterwards? I'm sorry I'm not the most knowledgeable on this stuff
No. Sorry. The Prius’ is frequently stolen because it has more precious metals in it than most converters. I don’t think I’ve seen any aftermarket ones that keep that check engine light off.
If you live in an area which requires emissions testing, you’re going to need a new catalytic converter.
If not…while I won’t advocate for this a “test pipe” could fit there so you can get to work and back. I doubt law enforcement is checking for modded Priuses. If this were fitted, it would have a check engine light, and it may run/smell differently.

Check eBay for a bolt on converter for your model year etc
I'm looking on eBay and catalytic converters are mostly under $100. How are they this inexpensive? ( If people are willing to steal them off cars)
Oem cats are produced with expensive materials , aftermarket cats are produced with ceramics and cheap stuff .

If its CARB compliant it should be okay but check eBay listing or ask seller to clarify
I just realized the picture I wanted to add earlier didn't add. I believe the connectors where it would bolt onto are cut away also

I'm not sure what wires were cut also and how important it is to drive with it cut
Cut wires most likely for the oxygen sensor attached to the converter.
Where did this happen? Hey at least it was an experienced thief and didn’t cut your coolant lines.
was in NY not even in the city, it was just Queens. Parked there for years and it never happened. Just one of those moments
