CPU matters the most, if it's from the same generation of the 750ti, I would say you can handle ~10-15 players with a paper server. If it's even older or not performing too well, try a purpur server instead. Since you're planning to install a modpack, you'll handle even fewer players if you are using forge for your server. If you're using fabric, you can probably get ~10-15 players on the old PC if you install some performance mods. I would recommend installing Linux (Debian is my go to) and only installing SSH (no gui to save resources) and then install casaOS to access your old PC from your new PC's web browser. Doing it this way cuts down on bloat and allows your old PC to allocate more resources to your server. Also, use custom JVM flags for the best performance and use spark to see what exactly is causing lag if it happens. I would also recommend pre-generating your server's world on your new PC to cut down on chunk generation lag and ensure your old PC has an SSD. (sata SSDs are fairly cheap)
