Tempered Elder Dragons are locked behind the last cap of MR as well, which is 99. Keep grinding there and the game will tell you what to do to unlock it.
Yes, there is a way to get all regions to lvl 7 legitimately. However, it requires you to kill something like ~~1000 Elder Dragons~~ 7200 monsters in one Expedition. I'll see if I can find the post detailing this info, but someone did math it out.
However, that's more grueling work than reasonable. 99.99% of all the people you see online with all regions at 7 just modded it.
Like the other comment mentioned, most people will only have 3 regions at 7 max. I can see the design for it being you and another friend will each max out 3 regions and then swap back and forth if you guys need something. Encourages community and working together.
But yeah, I mostly played solo and didn't want to rely on joining randoms who had the region maxed out and is also hunting the monster I needed. So I just modded it so all my regions are 7 so I can have fun hunting all the monsters. Granted, I modded it after playing in the regions legit farming the parts I needed so it was kinda just so I could hunt in the GL for fun at that point, but yeah, still modded it in the end.

I don't think so, there is a maximum of "points" in the pool. It's maybe enough to bring 2 regions up to lvl7. But once you level the other regions more, the existing points get slowly redistributed and your lvl7 gets downgraded to 6.

You can play the Quest "The Colorful Carnival" to increase your MR at a good speed and it's not a challenging quest or you could do all optional MR quests so that you will be able to get Research Commission Ticket+ sooner.
But depending on your MR and what special assignments you have completed you may not have all optional quests and you also have to get the Special Arena Quests which you gain after capturing them and can gain quests of their rank (for example a monster like Rathalos whom I believe is a MR 3 Star quest you must be able to take quests with 3 Stars then capturing it to unlock the arena quests).
You need to reach MR 99. Then, the game will give you a quest that will unlock guiding lands level 7
