I feel like you're going to have trouble finding a disk drive that doesn't write to disks these days. That seems like something that became commonplace much earlier than needing to have an external USB disk drive.
Fair, I haven’t shopped for an optical disk drive for over a decade. I just know that at that time, the cheaper ones were read-only, and if you’re asking “how to burn CDs,” I’m assuming you don’t know that some disk drives aren’t capable of writing and will buy cheapest one on Amazon.
You should read the manual of your car and/or stereo system (if it's aftermarket) to see what it can handle. Sometimes it might just outright say on the device that it reads mp3s.
To burn it properly, a lot of burning programs will have an option to burn as an audio CD. You shouldn't need to convert the format of your file.
I would recommend a Bluetooth FM transmitter. You plug it into the power port (cigarette lighter) and pair it to your phone. Then you tune it and your regular car radio to your selected FM frequency to listen to your streamed media.
Edit to add- they range from $10-25 via a quick Google search for "Bluetooth FM transmitter"

No the stereo works fine for radio and CDs but the audio from the Bluetooth connector in the cig lighter is so unintelligible that it's completely unusable. I've changed the station it's connected to multiple times and it's always the same. Maybe the brand I got was bad?
You also have to make sure that the recordable cd media can be read by your car's player. Cd -R or Cd+R . Stay away from rewritable cd formats as most non Pc drives won't be able to read them
Swapping out your car stereo an be relatively cheap. We have a chain of stores called ABC warehouse who themselves have a audio center that does this work. When I looked into it for my old 98 forester, the work and radio was around $250 since it was a mostly easy install. Look for local car audio shops
Otherwise, making cds is fun and can be a great time
I found a good CD/DVD read/write drive on Amazon for 20 bucks. It’s all cheap these days, so it’s up to OP if they want to fool with CDs or physically replacing the car stereo.
You can buy an external usb-connected disk drive. Just make sure it writes as well as reads disks.

No. There were specific programs back in the day to burn a 'readable' cd. I think I used Nero way back when...
If you have a radio you can get a device that will play music from your phone over Bluetooth, I have one, it works great it’s under 50 bucks 👍
