Well, yes, it *is* a crime scene. However, it’s already quite obvious what happened (truck crashes and kills people). It’s not like finding a dead body in an isolated area where investigators need to comb the area for evidence.
No, the police will want to look at things like tyre tracks and footprints etc because the caise is not obvious. Did he brake? Were the spectators in the road or off to the side? These things matter.
