For government buildings, My initial thoughts were a tree shape like tree-of-life or a six-pointed star design when seen from above.

Exterminators workplace (Chapter 80): “The exterminator’s workplace was modest from the outside. The stucco exterior was painted a neutral gray, which made the octagonal building look like a smokestack.” That is the representation of office spaces I can think of!

Well the Venlil worshiped the stars in their past, so I’m guessing that still has some influence on their architecture.

True, but what is a "star" to them? Many of the shapes we ascribe are from astigmatism. A herd culture would have a lot of focus on being together, so you want to allow for open spaces. Offices would likely have an open floorplan. Maybe with non-grid-friendly building, they use the empty spaces for lots of walking and pedestrian walkways? They mention several times that having a tidally locked planet means a lot of wind in one direction, so their buildings may take advantage of that, using some Middle-east-like architecture for natural breezeway. With their fear of predators, there would be sparse groundcover, clear sightlines across open ground. With their high winds, skyscrapers are either non-existent, or over-engineered to handle strong winds from one or two directions. Lots of ovals in line with the wind.

I like to go with shape theory on this; based on their reactions to aggression we’re not gonna see anything remotely like gothic or brutalist architecture, instead there’ll be soft curves or more round structures.
