I think it’s more that billionaires in the U.S. don’t draw as much attention because there are hundreds of them, plus even more near-billionaires. And many Middle-Eastern royals also fly under the radar. The entire House of Saud is comprised of around 15,000 members, with around 2,000 in the inner circle. How many of them can you name? We see the flamboyant ones and forget there are so many anonymous ones.

New richmen. Western and far eastern monarchies have always been rich and they have always been integrated in a long standing high class that is just part of the established aesthetics. Araby has been poor until very recently and doesn't have that establishment, so they overcompensate with tacky lavishness. That's my theory anyway.
