I remember i made the original suggestion for this to be added to the mod. Since when BBA came out, the ai started to do really bad puppets post wars, and you would get general oliver in charge of the mojave as a puppet under the legion.

well for me it happened when the legion civil war started so i assume it is something to do with that
Fantastic is just the leader when the Mojave is puppeted by the legion if I'm not mistaken it doesn't need the civil war to happen
