If you have the expanded events sub-mod installed you can eventually make the highest levels of support companies which would allow a maxed-out maintenance one.
I don't remember if they get that through their own focus tree like way down towards the bottom, so I might be making a moot point
You could allow tech advancement in the game settings at the very start of a run but at that point, you're pretty much just doing what the mod lets you do but slower.
I'm so spoiled by this game and all the ways we get to play it as fans.

When you shoot down enemy planes they roll for your equipment capture ratio. I have 30 fighters in my current playthrough.

There's no way to boost tech levels for them in base OWB, they're all snowball

I once picked the tech advancement setting and I saw Legion with near maxed out PA and shit tons of robots. Was downright terrifying.
So they're just full Ork at that point.
