I really think if Doflamingo was stronger he'd easily be the most formidable Yonko because he's smart as hell. He was incredibly influential for someone of his strength. Imagine if he had Yonko strength to back up his other abilities.
If he gets out of prison, I think he'll definitely be YC+
Edit: actually now that I think of it, I feel like Luffy vs Big Mom was set up way more than Luffy vs Kaido initially. In this alternate storyline, Luffy vs Big Mom, Kid vs Kaido, and Law vs Doflamingo would make more sense.

I'm confident that Smoker will be one of the first to show a confirmed logia awakening that could potentially allow him to remove the oxygen from an area and convert it into smoke, making it harder for his opponents to breath.
I could see him having at least one advanced Haki, probably Armament. But considering he's always shown to be extremely adept at using his Devil Fruit, to the point where he's kinda maximized it's potential, I genuinely wouldn't be surprised if he came back with an awakened Logia.
Remember how Caesar absorbed toxic gas to add to his body? Smoker probably is gonna come bad with different kinds of cigars filled with plants that produce toxic smoke or hallucinogenic effects to make fighting him in any situation a pain
DF awakening and advanced armament and observation. I don't think he'll have conquerors but if Akainu does then I can see him unlocking it too, well just have to see.

Jesus christ people, he got low diffed by Doffy not long ago, he isn't coming back at yonkou level in that time unless he's blessed by Imu or something bs like that
Definitely won't be a yonko level especially without the mc plot armor like Luffy. Luffy rose up the ranks very quickly as well as others. Smoker was the og Inspector Zenigata to the Lupin so he will most likely get a power-up soon but still be well below as one of the main weaponry he has in the arsenal is to weaken the DF users with the embedded sea stone and without it, he wasn't very strong to begin with.
