One of the differences between the three of them is that Darkshine was never in a fight he couldn’t win. He was never beaten down, or even harmed, by an opponent who legit wanted to hurt/kill him. Everything always died in a single hit. He was essentially playing on God Mode.
Once encountered someone who could both hurt him and WANT to hurt him, he panicked. The fact that he received major damage from a monster as sadistic and murder-happy as Vomited Fuhrer Ugly didn’t help matters.
I think he'll pull it off too. I have to wonder if the catalyst will him becoming yet another witness to Saitama's true strength and finding out it was from nothing but training.

Well, neither has on screen murdered an entirely *innocent* human. Garou didn’t purposefully murder any. Sonic probably has at points though during his assassin career

Killing them is hard enough for the vast majority of people, and imprisoning them is downright impossible considering they can’t even contain puri puri prisoner.
And it’s not like either are the biggest problem going, as things currently are, so it’s not like focusing efforts on them would be logical in any real way.
Hell, they’ll probably even be extremely useful for the heroes in the future, so putting them out of commission would probably be a bad idea.
They do DESERVE consequence, no doubt about it. But actually finding one that both works as a punishment, is possible to actually implement, and doesn’t deny any possibility of future usefulness is a challenge in itself.
It’s a hard pill to swallow but, in a world like this, and with the situation being what it currently is, it might be best to just let it go.
I'm reminded of Journey to the West. Saitama is like the priest that converts demons to Buddhism instead of slaying them. They then join him on his journey.

I think he is going to have a moment where he gets to be really brave, maybe even levels up. One playing the long game with this character’s arc.
He's going to undergo some mental transformation leading him to realize that it's not about shining darkly with a black luster, but shining deeply with a true luster and gain rainbow-related powers of some sort
His development will be that he won't be held back by his mental obsession with his 'Darkshine' and as he's fighting, his tan will start to wear off showing his 'real skin' underneath.
Is my guess anyways.

* Phoenix man had a roller-coaster of an arc. From a pathetic furry, to a pathetic monster, to a lieutenant, to a dragon with his own dimension to a pip squeak back to human-ish.
* King also has a great arc so far, but it's ongoing so not a contender as his development is still ongoing.
* So I'd say Tareo has the biggest character development.

* Sonic I don't like as well because the ninja village is ret-conned stuff that the writer did just because he liked the character and now is giving him a backstory that allows him to be more in the foreground, but it changes his character completely which is not how you do backgrounds.
* Darkshine's development is solid, but I'd say is still ongoing so not a contender. I'm rooting for the guy to get his mojo back, hope it'll be meaningful.
