Depends entirely. If I'm just bleeding, or making a quick adjustment, let off gas or tap brakes. If I'm turning, and need to down shift, brake then clutch when RPM gets low, if I'm coming to a stop, clutch into N and then slowly brake into the stop.
The best way to shift gear to a lower gear is to ease off the accelerator and let the car slow down naturally, then use the brake to slow down more, and *then* push down the clutch to shift gear. You can jump any numbers, usually the second gear works for the situation (such as making a turn/enter a roundabout, etc.)
If the visibility is low and/or the road is really narrow you can creep drive using only the clutch in the first gear to go really slowly.

If you are really fast in a racing car it's brake and at the same time downshifting. Also works in normal cars, you can downshift to not overuse the brakes
If you have rode a bicycle with gears, you can compare it to that. Every gear has its optimal speed range.
If you are too fast for your current gear, the motor cant accelerate any more and could spin too fast (feul inefficiency and possible damage due to high friction/heat).
If you are to slow, movement becomes too much work for the motor and you stall the engine (high risk of damageing the engine/transmission)
Breaking without the clutch is safe as long as you stay in the optimal speed range of your current gear, therefore, if you know what you are doing, break then clutch is fine as well.
If you wanna bw safe, you should allways go with clutch then break and its also the best practice
