Zarya is hired by Katya Volskaya to hunt down Sombra, we see this at the end of Sombra's cinematic.
I don't really see too much else linking them character-wise, except maybe Sombra being flippant and playful while Zarya is more serious.
it would be sick as hell if he was all fucked up the other moira experiments (reaper, widow, sigma, etc.). i think it would be cooler if reaper and widow (and sombra, because she’s friends with sigma) hated him because his genetic engineering went significantly better than theirs.
Im guessing a celebrity voice actor will never happen. They could probably convince a celebrity to be the initial voice acting. But there are so many voice lines added constantly for battle pass, seasonal events and interacts with new heros, maps, abilities and skins.
Terry Crews did visit Blizz, he loved the game and wanted to be a voice actor for it, but after visiting the studio he said he didn't want to be "that guy" and make it all about himself. He respected Blizzard and their creativity so didn't want to overrule it. Pretty based tbh

We already know that he talks fast and loose, he acts friendly to strangers, acts like a sociopath and sadist, and flips between his light and darker sides quickly.
With this in mind, I'd expect him to to have a similar low tone to Doomfist, same accent as Baptiste, and the same confident, boasting attitude as Reinhardt, with a bit of Junkrat's sporadic behaviour mixed in. All in one voice.
He needs a voice with power. I find something rumbling like Doom or Ramatra would suit him aswell. I think "Neil Kaplan" the dude that voiced Uchiha Madara in the English Dub would fit. Other voices that would fit imo:
\- Peyton Parrish
\- The Rock (has that moana vibe)
\- The german voice of Bud Spencer would have been a joy too
