Hmm thats weird. Normally I would say it just looks like its regrown but its not 100%, but since you said that it is, maybe try to wrangle it to a temporary shearing station?
Just checking - do you have someone who is allowed to ranch? I sometimes disable ranching for the entire colony and forget to enable it for my designated ranchers. Feel pretty silly every time, but it still happens.
Try manually moving a dupe next to the sheering station to ensure they can, in fact, get there.
