It’s a different event later on. And there are arguably two of those events. The Ice Breaks in >!Arc 17!<, but powers don’t change until events in later arcs. The first (and the one I assume you’re asking about) is the >!Firmament Bombing!< (Ward arc 19, I think?). Basically >!damage to the shard network caused all parahumans to black out temporarily, and their powers changed afterward. The general trend was that it made them more powerful/blunt at the cost of reduced finesse/control/versatility.!< The second is >!Titan Fortuna reconnecting the shard network (which became disconnected after Scion’s death), which allowed for powers to subtly adjust themselves like they could pre-Gold Morning. It also prevented future broken triggers from occurring.!<

An event called Ice Breaks did happen, but that actually didn't have anything with people's powers changing. Rather, it was the Firmament Bombing that caused that. The Firmament bombing was when a bunch of explosives got set off in shardspace, with the shock to the system forcing a reboot of everybody's powers. When powers came back online, the tampering that happened turned out to also modify everybody powers, changing them in a general theme of more power, less control.  It's worth noting that these changes weren't that large in the grand scheme of things. Powers do change on their own, based on the person's relationship with their shard and mental state (just look at Taylor's power gain over the course of Worm plus the whole sechen ranges thing), and the changes caused by the firmament bombing were within the range of what they could have changed to on their own.
