The Success effect is garbage, the Fail effect is meh, and even the crit fail is only OK. Honestly, this would be decent as a cantrip, but there are dozens of better candidates for your 1st-level slots. I'd probably go with a D rating.

So the idea is clearly that you use this to push things with AoO away (verbal only, so it doesn't provoke) or at least reduce their to hit on success. The issue is that just Stepping 5ft away is more reliable and doesn't cost you a spell slot. I guess this helps if you're flanked, but you need both enemies to fail to get out safely. You also really shouldn't be in a position to need this nearly often enough for it to be worth preparing/learning. I'd literally never learn this.

Being a 1-action spell is pretty much the only notable thing about Airburst, but that’s not enough to save it: there are better uses of single actions, and there’s definitely better uses of 1st slot spells.

You might consider this spell if you want to change Shove from an at-will skill check to an x-day spell save. You probably *shouldn't* use it against multiple enemies unless you heighten to fourth level. Compared to Kinetic Ram and Repelling Pulse, I think this spell is a worse version of both, but is available on different lists.
