You can't drive an unregistered car in PA. No grace period (technically it's 10 days if you're an out of state resident moving here) You could drive it across America (at your own risk) but once it's here you can be pulled over for no registration. Tow or register it in Oregon with a temp tag.

Yes - the friend moved overseas, and the car is stored in Oregon where they last lived as an American. They let the registration lapse since they figured they won't need the car unless they return to the US, but they've decided they are staying overseas, so now I can buy the car.

Once you buy it you can register it in PA before you drive it.

Transfer ownership in Pennsylvania, go to Oregon with plate and documents, drive it home. Check with a Pennsylvania issuing agent service (AAA, notary, etc.) to see what is needed. There's no use going to Oregon to pick it up if you can't title and register it. Anything you do is likely to require extraordinary cooperation from the current owner.

In some state you can get a transport/one trip tag to drive it to your own state. However it’s state by state. And you’re going to need the title signed over with bill of sale etc. Check with Oregon to see if they do this type of tag and what is required. Otherwise have it shipped or get a truck with a trailer. You drive that far without a tag and you may end up with it impounded someplace and a legal mess. Also note PA is very picky about documents to title a car here. So make sure you have the appropriate sale and registration documents or you may not be able to title/register it.

Trans title, pay for insurance, use pink slip for proof of registration and you should be good
