Correct, but as in other states a 1st Offense (no injury) is a misdemeanor. Not in WI. It's a civil infraction, punishable by fine only (the DL Suspension is an administrative action by the DMV).
1st Offense in MI. Misdemeanor, up to 93 days in jail (up to 2 years probation, CSW, treatment), $500 fine (+court costs), and on the SoS side (our DMV), 30 days Suspension, 150 day restricted.

Wisconsin calls it “OWI”, Operating While Intoxicated. You can lose your license for 6 months on a first offense.

The lowest county in Wisconsin is still more than every other Pennsylvania county except Allegheny and on par with Butler.
Why is this about Philly? They're slightly less than the state average. Philadelphia is at 18.7% while the state as a whole is 19.07%.

This study is flawed. They couldn’t contact all Philadelphians, as a large portion of them were passed out drunk at the time of the study.
