we have 2 foxes that do this on our neighborhood walking trail. I'm pretty sure they have a baby and are making sure nobody is going to be a threat to said baby. the first time we encountered them, they would just run behind us and make their weird barking sounds, haha.
I heard foxes play around with domesticated dogs just to lure them into the forest or away from their owners. Then attack and eat them when they get their opportunities.

Agreed. Foxes are pretty curious and unless it's a small dog I don't think they would attack. Coyotes, however, stay away from. I've seen them lure a dog into some undergrowth and then the pack tear it apart.
Nonetheless, these are wild animals and best to give them some room and respect.

Just be careful with allowing foxes around family pets. Their “playfulness” can be disguised as an attack. I saw this video years ago and it showed how a fox playfully maims the family dog. It’s not grotesque, but it shows how a wild animal’s playfulness can hurt your pet. Just be cautious. That’s all.

Wth, that is so obviously not playful. The dog is not having a good time and the owner is just watching. The owner failed their dog.

You should put out some laced treats and knock him out so you can take him to get some a rabies every year.
Public health officials in some areas also disperse the rabies vaccine via dry, edible pellets. Maybe the dog owner could get some..?
