The role of this campaign is to make it appear like environmentalism is a cause that can be defended alongside state-backed capitalism. These are empty gestures that require no commitment from anyone to sacrifice for the sake of the environment. Keep in mind that "tree-hugger" was once a term used to talk about those who would attach themselves to tree to prevent chainsaws and bulldozers from destroying them, usually because capitalists wanted their lumber or to make use of their land. This is a way to deradicalize that legacy.
Note how all of Ho's environmental concerns cannot be addressed without hurting the interests of capitalists. Masungi is being eyed by capitalists as possible usable land. Plastic pollution is caused primarily by plastic production. Mining in Sibuyan is being done by a corporation against the wishes of the local community. Slight clarification lang. The devolution is a way to reiterate na certain functions should have already been carried out by LGUs since 1991 (pagpasa ng local government code) pa.
