Best part? It's only on bedrock atm. Java doesn't have this.
I heard somebody say this was a bedrock exclusive feature for now, but once (or if) it gets added to java, I'd assume the empty bubble texture would be in icons.png, So you could easily delete the empty bubble textures if you wanted to.

They just added it. It also has an audio cue for each time one of the bubbles pop with a slight difference when you get to the last few bubbles which I like.
It’s new, it’ll just take a minute to get used to. Worst case, just use a texture pack that replaces the empty bubble texture in the icons texture with blank space. Then it works as before!
Congratulations for you, (if) once the the feature shown above is implemented in the version you play in, you can edit out the texture in your chosen texture pack very easily

Though I think updating MC made it where I can't play my Nerf World, which I had every weapon bought, beat the ender dragon and had over 1K Nerf bullets and then after needing to update, I tried playing that world and everything was turned to grass blocks saying "Update" but the mod doesn't have option to update.
Minecraft kinda updates like crazy though cause I barely update it and maybe a few days or weeks at most is saying update again... Its gotta be the most updated game I own. Which is fine to remove bugs and add new stuff but it seems so fast to make new updates.

Consistency is meaningless, especially if it looks bad.

btw they removed te glow effect on bedrock and te spectal arrows idk why maybe bug but very sad ngl
