Maybe I'm misunderstanding the question, but it looks like this /is/ a habitat without animal encounters? It's a checklist of what would be required if you wanted it to have animal encounters, but you don't have to do the things on the checklist if you don't want animal encounters.

Exactly, but I don’t want guests to walk into my habitat - but I can’t figure out how to tell the game that 😩

I'm still not completely sure what you're asking. Guests can't walk into the habitat if it doesn't have a guest gate, so they shouldn't be able to walk into this one. There's nothing further you need to tell the game. Enclosures are animal encounter-free by default unless they meet the conditions listed in the checklist Is the drop-down menu for "amount of roaming guests" what's confusing you? I don't think that does anything unless everything in the checklist is checked.

Then you tell me why it says "Fix: Marked As Not A Habitat Boundary" and why I can't put any animals in the habitat? :)

Oh! That has nothing to do with animal encounters! Part of your barrier is marked as not being part of the habitat boundary- maybe you were using barriers decoratively or something? Anyway, highlight the barrier, go to the tab marked with a gear in the lower right of the screen, and make sure the habitat perimeter box is checked. I think that should fix it.

Omg.. Thank you SO much! I'm am so annoyed at myself rn LOL. It fixed the problem! I've just never seen that message before and since I just started playing it again after the new update, I figured it was because of the boxes in "Animal encounters" stuff.

You can ignore the animal encounters tab unless you want to make it into an encounter. It’s just a checklist of things you need if you do want to use that feature. If you don’t want guests in the habitat at all you just don’t place a guest gate and path.
