This is a state banning an app. A ban on users going to the app would probably be unenforceable for constitutional reasons, but this is a ban on apps stores from offering the app. Technically anyone in Montana who has it on their phone (like Hank Green, a Montanan who is fairly popular on TikTok) can just keep using it without updating it. And they can update it whenever they leave the state.

I don’t like it when China bans things like Reddit and Twitter, and I won’t like it when America does the same thing by banning TikTok. There’s no difference between the two things, and it is bad whenever any government dies it.
The difference is TikTok is (supposedly) an espionage tool for the Chinese government, whereas Reddit and Twitter are private companies.
