New Braunfels TX for example they turn the radar up like you explained but to track bats/birds in the evening but this is just for fun I think.
Yeah that too I wish i had the insane data they have my local NWS is incredible very accurate despite the very variable atmosphere that we get especially right now

You can usually tell by seeing what mode the radar is looking at. That looks like Clear Air Mode (VCP: 35)
