We like to daydream about time travel nonsense, whereby due to some weird butterfly chaos effect, any small action can cause a drastic change in the timeline given a few years.
But rarely do we consider that this exact scenario applies to right now too. Maybe a decision to wake up earlier by 10mins to go outside and touch grass will lead to a cascade of opportunities that end up with you becoming the next CEO of some middle-sized company
My honest answer is: "No one, this is not a meaningful question, in the same way that 'who is the most powerful termite in the world' is not a meaningful question. Power resides in large organizations, and while those organizations may have figureheads, it is a mistake to assume those figureheads command the organization, rather than the organization compelling the figureheads."
That being said, if you want the conventional wisdom answer, the most recent Forbes power ranking (2018) said Xi Jinping followed by Vladimir Putin.

The single most powerful man is Xi Jinping, no contest. Anyone after that is debatable but I don’t think it’s Putin. I’m going to name name a financial powerhouse like the majority holders in blackrock/vanguard or the Saudi King since they have a major ripple effect on nearly every company’s policy and financially strong arm most nations.
I mention them mainly because they have a larger reach than Putin who is kind of limited in his actions.
Agreed, if Xi decided to shut everything down in terms of manufacturing, the world economy would grind to a halt. We have given him so much power by having so much of our products being made there, all in the name of cheap labour.
And that’s *just* economically, not even mentioning their military, global financial influence, intelligence networks, political power and diplomatic influence. It’s unfathomably scary.

This can be broken down into a few layers of criteria to be meaningful.

3) how big would the impact be: measurements can be: (lets narrow it down to human civilization) how many lives are impacted? How much worldwide wealth are changed? How many years of civilization would progress/accelerate or regress. All between status 0 (when the decision is not executed) and status 1 (when the decision is executed).
Then you can assume like in a horror movie that someone, either a mid-level engineer of nuclear plant waste control or a microbiologist who has a vial of super fatal virus in the lab which he/she could at any time drop it to the sewage. These persons, with a single evil thought, could just put the entire human race in to danger.
But it is always easier to destroy than to build. So let’s add a criteria.
4) it should be much higher weighted if the impact (note: not intention) is positive by the general mankind’s value. e.g. one should get more credit in the contest if the decision can save a billion people rather than kill a billion people, if the decision can accelerate our civilization by 1000 years rather than bombing us back to the Stone Age.
Following all these criteria, there actually is one name coming to my mind with limited knowledge: Bill Gates.

I honestly think George Soros is up there. Knowing how he makes or has made a lot of his wealth is incredibly powerful. Calling "countries" up to manipulate currency the way some would call a restaurant for reservations. Over simplified of course but still.

Has less individual power due to rule of law and separation of powers, but he also has more allies to call upon if need be and potentially a higher support of the people than the dictators would have.

5. Maybe the leader of India?
Those would be my picks for the overall power. But when it comes to certain areas there are some smaller players with tremendous power over the world.
- Taiwan and the EU with their key technologies in chip manufacturing.
- China, Korea and Japan with their influence on battery production.
- Oil producing countries
Putting everything together I would say that "the West" (this includes Taiwan, Japan, South Korea) is by far the most powerful block in the world. Not only in terms of military power, but especially when it comes to economic influence and soft power. However big the Chinese economy might currently be a lot of their outpost is not critical products.
